再び浮上する版面権

ここ数日、seesaa重すぎ。真剣に引越し検討中。

それはさておき気になるニュース。今回はリンク先多いっすよ。
大体経由先が多い（笑）。

で、一番最後の記事を読んでみますと、超党派の活字文化議員連盟が文字・活字文化振興法の骨子案をまとめましたよ、と書いてある。
さらに検索をかけたら、ひだ美代子議員のサイトを見つけました。確かこの方、昨年著作権法が改正されたときの委員会で、貸与件に関して質問していた人じゃなかったかしら？　記憶違いだったら申し訳ない。
このサイトに載っているのが骨子案の要旨になるのかな？

骨子案は大きく3つに分かれているようで、一つは図書館に関するもの、一つは教育に関するもの、最後に出版活動に関するもの。
うち最初の二つについては、正直詳しくないのでコメントはしないことにします。図書館関係だとブログ持ってる方も多いし、そちらでも既に語られているか、これから語られることになるでしょう。
でですね、三番目、「出版活動への支援」というところを見ると、なぜか「再販制度の維持」と「版面権の創設」というのが盛り込まれている。

版面権というのはなにかというと、音楽を楽譜としてのどーだこーだとかあるらしいんですが（詳しくは検索するなり何なりで調べてみてください。ええ、私、手を抜いております）、ここでいうところの版面権とは「版面権の創設（出版者の固有の権利）」とありますように、要するに出版における著作隣接権であります。本当、みんな権利大好きだね～。

版面権について、経緯を追っているわけではありませんが、これが初めて議題として出てきた代物ではないということくらいは私も知っているわけでして、その協議がどうなったかというと、こんな感じで物別れに終わっているのであります。

経団連との協議が中断している中、議員立法という今までの話し相手をすっ飛ばす形で再び版面権が浮上してきたわけですな。力技です。

えーと、もう文体を変えてぶっちゃけちゃうけれども。
だからよ、「文化」の傘に隠れて商売の話なんぞするんじゃねえよ、ったく。
とりあえずあれか？　これで著作隣接権ができたら今年から施行された貸与権、さらに成立を狙っている展示権がらみで堂々と金をもらえるからｳﾏｰってか？
他力本願、大いに結構。ニッチを埋めずに外堀だけどんどん埋めて、その結果更なる市場の縮小を招きたいならそれもいいだろうさ。自殺を止めてやる義理もないような気がしてきたわ。
ニッチ産業すら見放していく業界になればよろしかろう。
