著作権保護期間は70年が欧米では一般的な水準……なのかい？

二つ前のエントリでも取り上げたけど、こちらで、関係団体から文化庁に寄せられた意見を読んでみると、「欧米では著作権が保護される期間は70年が一般的だから、日本も保護機関を50年から70年に延長汁！」という論調のものがやたらと目立つ。
こちらの記事でも、JASRACの吉田理事長が同趣旨の発言をしている。

で、謎工さんから、少々誤爆気味のコメントで（笑）、こんな記事を教えていただいた。
引用させていただくと

Stefan Bechtoldが書いているところによると、欧州委員会は(少なくとも調査報告書は)EUでのレコードの著作権期間を現行の“公表後50年”以上に延長すべきではないと判断した。レコード産業からの、もっとも重要なロックのうち何曲かをパブリックドメイン入りから「救う」(彼らの用語では)ために期間を延長しろという日増しに強くなる圧力にも関わらずだ。欧州ではすでに記事となっている(Independent、BBC）。

これは自由な文化を求める戦いにとってこの上なく重要な展開だ。これまでで初めて、政府関連の機関がバランスの重要性を認識した(あるいは、その認識を圧力で潰されなかった)のだ。

欧州委員会ってなんじゃい？　と思ったら、ご丁寧にも外務省が解説してくれている。おいおい、これってもしかして、EUでも最大の権力を持つ機関のひとつなんじゃないか？

危ない危ない。「欧州では70年が一般的な水準」って信じ込まされるところだったよ。

satouさん＞ありがとうございます。イタチごっこなわけですね。
アメリカで保護期間が20年延長されるときにも「欧州並みにしろ！」ってのがあったんですね。でも、EUは身に覚えがなかった、と（笑）。
